CPDD Area Plan & Zoning Ordinance
With the Commercial Planned Development District (CPDD) Area Plan and Zoning Ordinance having a lifespan that now comprises over 10 years, the Fairview Town Council elected to initiate an update of these planning documents as one of their strategic initiatives for the 2013 calendar year. With the development of the Village at Fairview and the profound impact of the “Great Recession,” the market for new commercial and residential development in Fairview has changed from when this plan was first approved in 2002. Acknowledging this reality, the town released a Request For Qualifications for planning consultants to carry out this complex, market-based planning effort. The desired end-state of this planning effort is to position the CPDD to develop into one of the premier commercial corridors in Collin County, while still ensuring that the transition between this commercially-oriented district and existing low-density residential districts is harmonious, and properly buffered.
Background
The town’s commercial district is a nearly 1,000-acre planned development district that was established by the town in 2002 in order to encourage commercial and higher-density/more diverse residential building types along the US 75 and State Highway 5 corridors. The CPDD abuts the City of Allen to the south and west, and the City of McKinney to the north. The CPDD is generally bounded by US 75 to the west, Stacy Road to the south, State Highway 5 to the east, and Frisco Road to the north. In general, the properties that abut the east side of State Highway 5, also fall within the CPDD.
Executed Area Plan, Code, and Exhibits

Scenic City
The mission of the Scenic City Certification Program is to support and recognize Texas municipalities that implement high-quality scenic standards for public spaces. The Scenic City Certification Program provides a proven, highly-regarded tool to Texas cities for assessment, evaluation, and recognition of infrastructure standards. Fairview’s streetscape enhancements, parks, trails and open spaces, lighting standards, design integrity, landscaping, sign control, litter and graffiti prohibition, utility and cable line programs, Dumpster screening and unique features were all evaluated to earn certification as a Platinum Scenic City.
Keep Texas Beautiful
The Town of Fairview has been honored with Silver Star status as part of the Keep Texas Beautiful program, and the distinction is largely thanks to our residents for their participation in Town-wide cleanups, household hazardous waste collection and paper shredding events. To earn Silver Star status, affiliates must showcase strong organizational capacity, community involvement and a commitment to the Keep Texas Beautiful mission. This includes demonstrating economic development efforts and community outreach.
Tree City USA
Tree City USA is an annual national recognition program designed to raise awareness of the value of community trees, set foundational standards for communities of all sizes, and celebrate community improvement. Fairview first earned recognition as a Tree City in 2009 and is committed to preserving the natural beauty found in trees and maintaining its Tree City certification.
